The news that banks, healthcare organisations and charities have lost a VAT concession on temporary workers, delivered in Alistair Darling’s first Budget, is unlikely to make the headlines. But employment industry sources suggest £100m will be added to temporary recruitment bills as a result. I can understand the Treasury’s need to raise more cash, but what about the implications ? Paying VAT on temps wages is going to increase the cost of using temps, and this cost cannot be reclaimed. Organisations need temps when workloads spike, or when specialists are too expensive for the permanent payroll. HR departments in banks, hospitals and charities will now be under pressure to cut costs even more. Who’s going to do the work if there are fewer hands to do it?
